Why can I not add Dynamic Content, why is it not adding this to the page ???

I added dynamic content to another website and had no issues, it was very similar to this with the only difference being that I used whatever email the user had logged into the portal with instead of a record number to pull the data, I had little problem with implementing that.  What is going on with this function.
